I've already filed my taxes - but am I now eligible for the education tax credit that was not available to anyone when originally filing? How will I know if its active?

I believe you are referring to the Tuition and Fees Deduction.

As it stands now, Congress still has not approved the extension of the Tuition and Fees Deduction for tax year 2018. At this time, it is unknown when, or if, Congress will approve this deduction.

You can check the IRS website periodically for news on this deduction: IRS Statements and Announcements.

If the deduction is approved, you can file an amendment to claim the deduction. You can click here for instructions on Amending your tax return: How to Change a Tax Return You Already Filed.
