I the feds will most likely withhold my refund due to previous taxes owed, will Turbotax fees still get paid if I choose to have them deducted from my refund?

No..... you need to pay for software with your credit card.

Not doing so may lead to a mess of debt billings, to you or your bank account.

When you do select to pay with your "supposed" refund, you also agree to let SBTP Group directly remove $$ from your bank account if the feds don't actually refund anything to you... and if there isn't enough in your account to cover it.... then billing troubles propagate.
