In order to print your return you have to pay TurboTax upfront using a credit/debit card unless you used the Free Edition. It is not possible to print using a paid version without either paying upfront or choosing to pay from your federal (never state) refund.
Federal and state refunds come from completely separate entities, There is no rule as to which one will come first or how much time there will be between their arrivals.
STATE RETURN

And....If you mailed your federal return the only way to file your state return was to print sign and mail it. If you did not mail it, then you still need to take care of that.
In order to have filed by mail, you would have had to pay the TurboTax fees by a credit or debit card. TurboTax does not deduct fees from your state refund. Please see below for additional information.
