Form 1040 is the tax return that you filed with the IRS.
Federal and state refunds come from completely separate entities, There is no rule as to which one will come first or how much time there will be between their arrivals.
If you filed a federal tax return you do have a form 1040 because that is the form you prepared here and sent to the IRS. Print it and/or look at it.
