I received an IRS letter questioning my form 5695

the electrical panel that was put in was in conjunction to the hvac system and when i use the same QMID for the system i still received the letter saying im missing QMID but the manufacturer for the panelboard doesn't have one

You'll need to submit the documentation that you do have. Odds are good that if the manufacturer for the panelboard doesn't have a QMID then it is not qualified for this deduction and you are going to lose it. But you should submit it anyway just to see if that will get you the deduction.
