if you received a CP2000 it's likely the IRS increased your adjusted gross income (the real change). As a result of that change your deductible medical expenses would go down.
TT guarantee wouldn't apply if you didn't report all your income.
if you do not understand the notice
You generally have 30 days to respond to an IRS notice, so there's no reason to ignore it. Always check which tax year the notice relates to. Do not assume that it relates to your most recent tax return.
Follow the instructions. It may request more information or ask a specific question. If it's a minor issue and you are confident of the facts, you can respond to the notice yourself. But sometimes, you may need to seek help from a tax professional. The IRS says in its article "Eight Things to Know if You Receive an IRS Notice" that "most correspondence can be handled without calling or visiting an IRS office."
If you filed the tax return with TurboTax, you can take advantage of our free audit support options. Our "Audit Support Center" walks you step-by-step through responding to an IRS notice.

If you make a mistake on your tax return, you may receive a correction notice or an unreported income notice. Compare the IRS adjustments with the information on your tax return. If you agree with the adjustments, you can generally reply to the IRS with a check or money order for the additional taxes due. Write the reference number on the check and send it with the voucher the IRS provides with your notice.
If you purchased Audit Defense for your 2018 tax return, call TaxResources, Inc. at 877-829-9695, or report your IRS letter on their web site. http://intuit.taxaudit.com/ Do not contact the IRS until you have spoken to TaxResources. They may contact the IRS on your behalf.
What if Turbotax is who made the mistake? They downloaded financial information incorrectly.

TurboTax does not download financial information - you do and the financial institution does. It is your responsibility to check all downloaded data against the actual paper statements that you received because it is subject to errors (usually on the financial institution end).

What financial information?
If you imported a W-2 and/or a Form 1099 into the tax return it is your responsibility to verify that the tax data being imported is correct. TurboTax has no way to know or verify that the tax data provided for import or entered by the user of the software is correct.
Importing information accurately is not guaranteed because TT doesn't have complete control of the situation ... it is the user's responsibility to verify the date entered.
By any chance did the broker put out a corrected statement and you didn't catch it after you filed?
The information on the brokers statement was correct. As with other financial institutions, turbotax has me log in and they download the information and insert into the forms. The information downloaded for all but was institution was correct. The information downloaded by turbotax was completely wrong. Only for one institution. And no, I did not go over it as I have never had this problem before and get statements electronically, so did not have paper in hand.
Again ... importing accuracy is not guaranteed ... the user must always review the information. At the very least the totals of the sections on a 1099-B (long/short term & covered/non covered) if not all the individual entries should have been reviewed. If you had done at least that you may have caught the error prior to filing.

You always owe your correct income tax. At most, the accuracy guarantee would cover any penalties and interest due to a program mistake. You must file your claim within 30 days of receiving the IRS notice.
