I received an email on Feb 28. both Federal and State accepted. Got the states return but not the federal. where is it?

Federal and state are completely separate and come at different times.

Make sure you are using the refund amount from your actual federal tax return and not the combined amount Turbo Tax showed you at the end. That was for federal and state combined.
