I received a letter saying i owe from 2016 ,from irs. I thought this was guaranteed?

Turbo Tax is a self prepared return.  What did the IRS say is wrong?  Did you leave off some income?  Or didn’t the IRS get your tax due payment?

It sounds as if you received a letter about an offset of your tax refund.  

If you believe you do not owe the debt or you want to dispute the amount taken from your refund, you should contact the agency that received the offset amount.
