No. The IRS and your state have separate refunding procedures and schedules, which just means your refunds are processed separately and at different times. The state refund has no bearing on federal refund being processed. So if the state has requested documents, you send those to them so they can complete processing of your state return. Federal should continue to process through IRS. If they need anything, you will get notification from the IRS directly.
