Check your copy of the 2019 return to see what was reported. Line 17 of the W-2 is State Income Tax and I'm surprised that the IRS would look at that number.
TurboTax will guide through the process of amending your return. Please see this TurboTax Help article for guidance: How to amend (change or correct) a return you already filed
Thank you very much for your reply. On my 2019 W-2, Box 2 (Federal income tax withheld) has $30,534.72. This is what the IRS letter says as well. But on my actual 2019 1040 (prepared using TurboTax and W-2 uploaded using TurboTax), line 17 (and line 20) has $33,808. How this might have happened is one thing (?) but my main question is how I should resolve the issue. Is the 1040X process straight forward? Thank you. Dan
