I received a letter from IRS because they needed 8962 form. I owe the IRS $198. Am I supposed to enclose a check for that amount or do they deduct it from the refund?

I would wait until after you receive your refund. They will usually deduct any amounts owed from your refund, but it is the IRS.

If they do not deduct it from your refund, I would then send in a check for that amount with the bill (Make sure you write your social security number in the memo line of the check).
