I paid to have my taxes done last year, but I know my tax liability for 2017 from the 1040. Can I use that number for the purposes of calculating the 2210?

Yes, you can.

On 1040-EZ: line 10,

On 1040-A: line 37,

On 1040:  line 56 (plus certain adjustments).
