I paid to efile state tax return but decided to mail it instead. How do I get a refund of the efile fee not used? [removed] or [removed]

I had to pay extra fee if decided to e-file my NJ state return and I paid that fee ($21+).  Then I decided to mail it instead.  Now I would like that extra fee refunded.
