I paid the $59 I owe to the state and noticed also $59 deducted from my federal refund. When will I receive a refund since it was apparently paid twice?

If you paid your State twice you should expect your refund within 2 - 4 weeks depending on the State you are in.  However, if you saw this deduction in your TurboTax software, it is not being deducted, the amount shown in the software is only showing your net amount IF, you were to use your federal refund to pay your State.  Nothing has been deducted.
