Your tax preparer made a error, so should cover those expenses.

You don't.  It doesn't go on your 2017 return.    Each year is separate.  If you paid any state tax on it you can deduct state taxes actually paid in 2017 as an itemized deduction.  But just the tax, not any penalty or interest.
