I paid my $38 to the irs and it still says I still owe way is that?

It is always going to say you owe $38 when you log on and look at your 2018 account.  That was the result of the tax return you prepared, so that is what the software shows.  TurboTax never knows if, when or how you paid your tax due.  Your own bank/credit card records are your proof of payment.
