You had to create the 2018 TurboTax online account using the exact same User ID you used to create the prior year tax returns. So if you paid for the 2018 TurboTax online Plus edition and you are still being asked to pay for the prior year return you are probably not using the same User ID.
You have to sign onto your prior year online account using the exact same user ID you used to create the online account.
Close all TurboTax windows on your web browser (including this one). Copy and paste the account recovery website link onto a new web browser window and run the tool.
Use this TurboTax account recovery website to get a list of all the user ID's for an email address. Run the tool against any email addresses you may have used - https://myturbotax.intuit.com/account-recovery
If none of the user ID's received will access your prior year account, then use the option shown in blue on the account recovery website, "Try something else"
To access your prior year tax returns sign onto the TurboTax website with the userID you used to create the account - https://myturbotax.intuit.com/
Scroll down to the bottom of the screen and on the section Your tax returns & documents click on Show. Click on the Year and Click on Download/print return (PDF)
If you still cannot access your account, you can contact TurboTax customer service/support through their contact website during business hours.

Submit your question/problem during business hours and then use the option for Call (a phone number will be provided for Call) to speak directly with a TurboTax agent -

Also, how did you pay? Did you pay by credit/debit card as required? For unlocking purposes, you cannot use the option to "pay later out of the Federal refund", even if it is offered. If you did pay by card, did the charge go through? If so, and if you paid in the same account as the prior return, it should have unlocked all prior returns in that account.
So if you paid in the same account, then before phoning Support, make sure it is not a browser issue with cached web pages. Log out of TurboTax. Clear your browser's Internet cache. Close the browser and reopen it. Then log back into your account and try to download/print the prior return. Does it still ask you to pay? If so, please contact Support as DoninGA mentioned above.
