I paid $2021.97 to IRS in 2016 that was tax due from my 2015 return, can I deduct that amount from my return this year? Also I paid $113 to Arizona state tax for 2015, can that be deducted also?

Sorry, but federal taxes are not deductible on a federal tax return.  State taxes are, but only if it's to your advantage to itemize deductions.
