Your federal tax due cannot be paid from your state refund.
It is not possible to pay your state tax due from your federal refund, nor is it possible to pay a federal tax due from a state refund. The federal and state treasuries are completely separate from each other. You may have seen a TurboTax summary of your federal and state amounts that confused you into thinking one was “paying” the other. It is not. If you have federal tax due you can pay by mailing your payment, having the payment taken out of a designated bank account, or you can pay directly on the IRS website. You must pay your state tax due using the state’s preferred method of receiving payment. For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.
Yah same with my situation, but how come when I check the amount I should get from my refund i found out that it is deducted
Same with me..I should be getting $600 on my state refund but when I check it on wheres my refund it is only $477, which means they deduct the $126 which I owed from federal , which I already paid and deducted on my bank account..

Review your returns carefully ... did you request the turbotax fees to be withheld from the federal refund ?

When you sign onto your online account and land on the Tax Home web page, scroll down and click on Add a state.
This will take you back to the 2019 online tax return.
Click on Tax Tools on the left side of the online program screen. Then click on Print Center. Then click on Print, save or preview this year's return.
Choose the option Include government and TurboTax worksheets
