No, it doesn't happen to everyone, but it does happen in certain situations, depending on one's refund choice.
Does CRB stand for Cross River Bank?
Cross River Bank can be used if you chose to pay TurboTax fees out of the state refund, or if you used the "Up to 5 days early" offer (applies to a Federal refund.) In those situations, the funds go from the tax agency to a third party bank first, usually Cross River Bank. Is that the CRB you mention?. Then the third party bank sends the funds to your own bank account (or card.)

I just searched on the Internet, and there is also another bank that CRB could refer to--Community Resource Bank. But it's Cross River Bank that has a relationship with TurboTax for processing product fees. Perhaps you can tell from the routing number whether it is referring to Cross River Bank or Community Resource Bank. Cross River Bank makes more sense in that regard.
