You will need to phone the IRS:

IRS: 800-829-1040 (7AM-7 PM local time) Monday-Friday

Have you received any IRS notices/letters?   If not, they may have tried, but you didn't receive.  If you have an IRS online account, you can look to see if there are notices/letters showing in your account.

If speaking to the IRS doesn't produce results, consider the IRS Taxpayer Advocate Service.

If that doesn't produce results, contact your US Congressional representative's local district office.
