You can complete and file a 2019 tax return using either the online editions or the desktop CD/Download editions -

To complete and file a 2018 and 2017 tax return you would need to purchase and download one of the desktop editions for each tax year from this website - https://turbotax.intuit.com/personal-taxes/past-years-products/

The 2018 and 2017 tax returns can only be printed and mailed, they cannot be e-filed.  Mail each tax year in a separate envelope.

If you try to e-file your 2019 return you will need to use "zero" as the AGI since the IRS does not have a 2018 AGI in the system for you.  If zero does not work then you will have to print, sign and mail the 2019 return.
