I need to amend only my Federal return. I was able to fix my state return and I do not need to fix it. Can I only send out the Federal return?

Yes, only send the return that needed to be amended. This is very common since federal tax rules are generally different from state tax rules so there are times you need to only amend your federal return or state return.

You can certainly amend a 2019 Federal tax return. It is different depending on if you have a ONLINE account as opposed to the Desktop/CD version. If it is the ONLINE account you would have to log in, For the CD version you will have the TurboTax ICON on your computer Desktop.
