I need to access my 2021 return and can not because all I get is a "Welcome to TurboTax!" page that is trying to get me to file for this year.

To access your prior year online tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/

Start the 2023 online tax return by entering some personal information then click on Tax Home on the left side of the screen.

On the Tax Home webpage -

Scroll down to the section Your tax returns & documents.  Click on the Year and Click on Download/print return (PDF)

If you used the desktop CD/Download editions installed on your computer, the only copy of your tax data file and any PDF's will be on the computer where the return was created.  TurboTax does not store online any returns completed using the desktop editions.

For a fee of $43 you can get a complete federal tax return from the IRS by completing Form 4506 - http://www.irs.gov/pub/irs-pdf/f4506.pdf

I already tried this. There isn't a "Your Tax Returns & Documents" to click on.

Have you started a 2023 tax return and entered your personal information?  If so, there will be a Tax Home link on the left side of the online program screen.  Click on Tax Home.

On the Tax Home web page scroll down and you will see  Your tax returns & documents

No, I filed with H&R Block already this year. All I want is to access my 2021 return. But all I get is a page that prompts me to file with TurboTax and no option to look at my Tax Returns and Documents.

You just have to start filling out some 2023 personal info for the side menu to open up.  I had to go through about 10 screens.
