I made an amendment to my state taxes and it did not change my federal tax refund. Am I required to mail in my 1040x to the IRS if it shows no change?

Does the IRS know I've made an amendment using turbotax online? Or are they only notified if they receive my mailed in amendment?

If there was no change to your federal return, you are not required to file Form 1040-X with the IRS.

There will be no record of this with the IRS unless you mail the amended return.
