I'm waiting on my federal tax return but I get this into my account today Direct Deposit from TAX PRODUCTS PE3 for SBTPG LLC 438.65 what is it

That is what is left of the federal refund after the TT fees and the processing fee are withheld from it ... if the IRS didn't send the entire refund then you will need to check with them to see why ...

TurboTax does not receive feedback from the IRS regarding money that was offset from your refund.  If you owed back taxes, child support, student loan debt, etc. you will receive a letter of explanation from the IRS in several weeks.  The WMR site will contain a message regarding your offset.

Did you choose to have TT fees deducted from your Federal refund?  (Remember that if you did that, you also agreed to an extra refund processing fee of $39.99)

You choose to use  the refund processing service to have the TT fees withheld from your federal refund ... so the federal refund went to the third party bank SBT and the fees were withheld then the balance was deposited to your bank account.

So that's not my federal return ? And if it's not what is that for did they over charge me and refund the amount
