I'm getting a refund this year, but I owe the IRS 600 Hiw xan I apply my refund to the 600?

The $600 owed is from  2015, and I'm getting a refund this year and want it to apply to the $600

there is no way to indicate that to the IRS. However, before IRS issues you the refund for 2016, it will deduct all amounts owed to them first -- you will get an adjusted deposit/ check and a letter explaining why the amount is different  than that shown on the return.  They will of course collect also the interest and any other charges associated with 2015
