I'm doing 2016 tax year and it appears that the system is running under 2015

Reginald tax return for 2015 has already been submitted we're working on 2016 however it keeps saying 2015 I'm not filing for 2015 year 2015 taxes was amended now working on 2016 what needs to be done now

What is "it" that says 2015? Where exactly does it say 2015?

When you posted your question you indicated that you are using TurboTax Online. But TurboTax Online is only for 2016. You could not have prepared a tax return for 2015 with TurboTax Online. Also, if you recently amended a 2015 tax return, you could not have done that with TurboTax Online. Are you actually using the CD or download TurboTax software installed on your computer? If so, you have to use separate software for each year. It sounds like you have the 2015 TurboTax software installed, and used it to file or amend a 2015 tax return. You can't use the 2015 software for a 2016 tax return. You have to purchase a CD or download of the 2016 software.

Turbotax online can only prepare the current year (2016).  If you think you used online to prepare a 2015 return, you have a problem you will need to fix.  

Turbotax Desktop is specific for each year.  The 2015 program has the 2015 forms, the 2016 program has the 2016 forms.  You may need to buy the 2016 desktop program, or switch to using Turbotax Online.
