What if the parents do not claim the 21 year old student on their taxes (and the student didn't pay 50% of their expenses)?
If the parents remove the 21 year old from their taxes and allow the 21 year old student to claim themselves, while the parents are paying most of the rent expenses. This will give the 21 year old student the stimulus money they should have received (and the parents didn't receive either).
Is this doable?
Anyone who is eligible to be claimed as a dependent is not entitled to the economic impact payments.
So, even if the 21 year student is "eligible" to be claimed on their parents tax forms and pay for most expenses, but the parents do not claim any expenses nor the 21 year old student.
Does this work to allow the 21 year old student to claim the stimulus money? (Sorry, I'm just not getting why a 21 year old student was excluded from stimulus...short sighted congress)

The only option to receive stimulus payments for you is to file your own tax return. Otherwise, as all other 17 and older dependents you're excluded from eligibility for the stimulus payments.
