I live in Georgia and still haven't received my Georgia Tax Rebate for this year.

I called the IRS and they were of no help. I received one for last year but didn't get one this year. The state website said that I qualified but I never received anything.

The federal IRS has nothing to do with your Georgia state refund.  You have to deal with Georgia for that.
