I keep trying to file my NC State taxes. My fed have gone through and I already got my refund, but state says "2021 Transmissions are not available". Any ideas?

The North Carolina Individual Income Tax Return Form D-400 is not yet available for e-filing.  It is estimated to be available on 02/24/2022

I'm not sure what that form is for. I've never had to have any additional forms. I'll wait another 10 days and try again I guess. :(
