I just received my turbo tax debit card... will my tex returns be automatically downloaded into the turbo tax debit once the government issues the actual refund amount

Yes. If you selected to have your refund sent to your Turbo Prepaid Visa card, then you will receive your refund on that card once the IRS releases it. 

To track your Federal refund, visit the Where’s My Federal Refund? site here: https://www.irs.gov/refunds. Updates are made daily, usually overnight. You may also download the IRS2Go app to check your Federal refund status.

Note: You will need your social security number, filing status, and refund amount in order to track your Federal refund.
