I just amended my tax returns and owe money. When I put in my payment information in TurboTax it will not let me past the second step "Your tax payment info"

The info I have entered is correct and I want to go to step 3 to file my amended returns but it won't let me go to that step.

The IRS doesn't let you pay taxes due on a 1040-X that way.  See this:

No.  You don't need to enter your payment information.  The Form 1040x can't be e-filed.  You can print the form/s, tax documents, mailing instruction, and mail it to the IRS and your local state revenue.
