I just amended my 2016 state tax return and was due back $93. When I printed the form to mail it in, the form stated that I had to pay money. Where's the correct?

I just amended my 2016 state tax return and was due back $93. When I printed the form to mail it in, the form had "vouchers" that stated that I had to pay money.

This is very confusing. I don't want to pay more money to the IRS. Where's the part of the form that I mail in to let the state IRS know that they should give me money back?

IGNORE all vouchers ... they are not for the amended return.

LOOK only at the form 1040X ...

Column A should have the figures from the original return, Column C the corrected figures and Column B the differences between the other 2 which needs an explanation on page 2 of the form 1040X.
 
If you completed it correctly you will see an entry on either line 16 OR 18:
On line 16 should be the amount you paid with your original return.
On line 18 should be the amount of your original refund you received.

Then you will see your extra refund on line 22 OR  the new balance due you need to pay on line 20.

Yes, that makes sense for the federal return. I mailed only that one so far. How do I get the refund back from my state (Virginia)? Is there a separate form I need to mail in, or does the 1040X also give me my money back from the state (Virginia)?

You must amend the state as well ... in the state tab complete the state interview again and choose to amend it.

I did - that's how I was told that I was due a refund of $93. How come it's not on the original pdf?

Per the VA instructions ....

Remember to fill in the oval labeled "Amended Return" on the front of Form 760 under Special Filing Circumstances. Also, fill in the oval on the front of the return if the amended return is the result of a net operating loss (NOL) carryback. For additional information, please see the instructions for the individual income tax return you need to amend. Attach a complete copy of your federal amended return, if applicable.

Great, thanks so I'll mail the amended 760CG and the federal tax 1040X to Virginia. I do NOT send the 1040ES nor the 760-ES, do I? (The 760-ES looks like payment vouchers again)

Correct ... do NOT send in any estimated vouchers.  Those were only to be sent with the estimated payments when or if you sent them.
