Are you working on your 2017 return now? Or 2018?
I have a new computer and I am moving my 2016 2017 and 2018 TurboTax Returns from old to new; the 2017 return required I use two state tax returns; I have been able to secure one but when I try to open the the return to make sure all is well; I get a request to down;oad the second return after which they want $44.99 to do so, however I have reciept for the second state turn; also when I go to my shopping etc. I see the acknowledgement that that I purchased but there is no link to download.
I have a similar problem. My 2018 return has two states. I had to switch to a new computer. I've installed 2018 Turbo Tax and it automatically downloads the state I paid for (Indiana), but wants to charge me for the state (Michigan) that I downloaded for free when I did the 2018 return. I can't open my copy of the 2018 tax return. Can you help me?
I wish I could, by any chance when you go to https://shopping.turbotax.intuit.com/app/downloads etc. and check your downloads does it let you down load your missing state?. Does it let you download one of the states? In my case I can download NY but not GA, I am unistalling TurboTaz 2017 using GA for my free and then using the NY download in my shopping page.
You won't be required to purchase another download. I'm not sure why the state download isn't available for you. Technically, all downloads should be available to re-download as often as you like for up to 3 years.

@CommunityDan Did you also transfer your tax data file to your new computer? If not, please see the instructions in the FAQ linked below for instructions.
I don't know what I did but I reinstalled and I am good to go; yes, I reinstalled my *.tax2017 file
