I have not received my refund of the state taxes. When I called the 1800 number, I was told to file amended tax return as it was adjusted, got notice too. please advise.

why are you asking for advice here when  you already got advice from your State as to what to do ?

TurboTax never receives any information from the state after you file your tax return, so no one at TT -- or in this user forum -- knows about a letter the state sent to you or knows anything that was said to you when you called the state.  If you were advised to amend your state return then only you can do that.  If you do not understand the letter from the state, call the number for support that was provided to you in your other reply.

E-filing is closed.  When you have your amended state return ready to send, you have to print, sign and mail it.
