I have not received my California State Refund to my account but the State shows payment sent on 4/26/2017. How do we get a hold of someone to get this addressed?

You should be able to eventually reach a live person on the phone using their 800-852-5711.

Heres the way to work the telephone tree.

Choose personal Income Tax #1
Choose Other #6
Choose General #2

That's puts you in queue to speak with a representative.  Whether they can give anymore information that what you already see online, I honestly don't know.  But you should be able to speak to an actual person and find out what you need to do.
