I have not filed my 2017 tax return because I may owe. Would the IRS send a letter between then and now if I owed or do you find out when you begin the filing process?

The RS may send you a letter with an estimated amount you owe for 2107 based on the information they have. I would prepare the return and see how it looks if you owe and cannot pay the entire balance in full you can work out a payment plan with the IRS and/or your state.
