I have never received my state tax refund. I have money owed to me all the way back to 2016. Has anyone else dealt with this? What should I do?

Federal and state refunds come from completely separate entities,  There is no rule as to which one will come first or how much time there will be between their arrivals.

You are saying you did not receive a state refund you were owed 3 years ago and are just asking now?   Call the state tax authorities and ask them.
