I have gambling winnings reported on my federal and NJ state returns. Do I attach form W-2G to my returns if no taxes were taken out.

No, only forms with federal withholding are attached to a mailed federal return and forms with state withholding are attached to a mailed state return.  If you are filing both returns electronically, nothing is mailed (attached) unless you are specifically required by the taxing authority.
