I have found every year with TurboTax and had the fees taken out on my federal how do I do that

Not until the very end when you actually file.  You either pay the fees with a credit card or from your refund.  If you use Pay with Refund there is an extra Extra $40 Refund Processing Service charge (45 in California).  So your Refund has to be big enough to cover the fees plus the extra service charge.

This is done in the FILE tab which you cannot complete until everything passes muster in the REVIEW tab and the efile system must be operational which will not happen until 1/7/2021 at the earliest.
