I have downloaded my tax forms for 2016 four times but it keeps showing up as 2015! I was almost done!!! Where is it?

You click on the tax year 2016 and the PDF download is for 2015?
To access your prior year tax returns sign onto the TurboTax website with the userID you used to create the account - <a rel="nofollow" target="_blank" href="https://myturbotax.intuit.com/">https://myturbotax.intuit.com/</a>
Scroll down to the bottom of the screen and on the section Your tax returns & documents click on Show.  Click on the Year and Click on Download/print return (PDF)

Could  you have another account?  That's common.  First LOG OUT of whatever TurboTax account you're logged into right now. Then use this TurboTax account recovery website to get a list of user ID's for an email address.  Run the tool against any email addresses you may have used     <a rel="nofollow" target="_blank" href="https://myturbotax.intuit.com/account-recovery/">https://myturbotax.intuit.com/account-recovery/</a>

Is there any other years showing up in your account?  Maybe you are picking the wrong one.  You need the return filed in 2017 not filed in 2016.

so when it shows 2016 it's not actually tax forms for 2016 but the taxes filed for 2015 in 2016?

I'm sorry, I use the Desktop program so I don't know how online shows.  I was just giving an idea to try downloading another year and see if it shows the right year or is also wrong.

Online year for download a PDF is the same as the tax forms.  Year 2016 would have the tax year 2016 tax return in the PDF.

When I downloaded it then tried to finish it with desktop version, the program is making me fill everything in again.

What are you trying to do?  What file did you download?  Was it the PDF or the .tax2016 file?  You need the file ending in .tax2016 to Open in the 2016 program.  You do not transfer or import it.  You OPEN it.
