I have been on pandemic assistance unemployment gor self employed/private contractors...i had taxes kept or taken from that at the maximum rate. How do i submit those to you for refund purposes

You should receive a -Grm 1099-G, Certain Government Payments PDF showing then unemployment paid to you during the year in Box 1, and any federal income tax withheld in Box 4.

Unemployment compensation is taxable on your federal return.  Enter your 1099G for unemployment in Federal>Wages and Income>Unemployment

You might need to get your 1099G from the state’s unemployment site when it becomes available in January.
