How to finish a return you started online
You can't do a prior year return online or efile it, but you can buy the download desktop versions for the last 3 years from Turbo Tax here....

Or you can check for Turbo Tax for all years on Ebay or Amazon, etc.
Either way you will have to print and mail in your return. And if you are doing more than 1 year, send each year in a separate envelope. Sometimes the IRS will just staple all the sheets together and miss a second return. Be sure to attach copies of your W2s and any 1099s that have withholding on them. Don't forget state. You have to mail federal and state in separate envelopes because they go to different places. Get a tracking number from the post office when you mail them for proof of filing.
Or if you have a simple return you can get the blank forms from the IRS and fill them in by hand for free. I have a list of some of the basic ones I can post a direct link to.
You are too late to get a refund for a 2018 tax return. If you were getting a refund it has been forfeited. If you owe tax due you will need to pay with penalties and interest.
Software for 2018 is no longer available for TurboTax, so you will not be able to use TT to finish the 2018 return. You could print out the paper forms and complete them by hand, or seek local paid tax help.

The return has to be filed by mail. It cannot be e-filed.
As for 2019
You will be able to access the return you started by using the exact same account and user ID that you used when you started it. But you can no longer use online software for any further changes.
Start a 2022 return and enter some personal information so that the menu on the left opens up and allows you to access your 2019 return.
Online tax preparation and e-filing for 2019 returns is now permanently closed.
Now it is too late to use online software or to e-file. If you have any changes/corrections at all to make to your 2019 return, you now have to complete it using desktop software, which you must download to a full PC or Mac (not to a mobile device).Then you need to print, sign and mail it.
If you already paid for your online software you can ask customer support for a download of the desktop software.

If you are getting a refund, there is no penalty for filing late. If you owe tax due, then file and pay the amount due as shown on the Form 1040, but expect a bill later from the IRS for the penalty and interest you will owe. Only the IRS will calculate this—TurboTax will not calculate it.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
