I had to use my credit card to pay to e-file my state but it keeps getting rejected how do I get my money refunded back to my card

You cannot get a refund because we don't charge an e-filing fee in TurboTax Online.

i was rejected by efile and i paid $19.99 to have it done,i am now mailing it in but want to know what to do to receive the $19.99 back
