I am non-resident alien and moved to the US in 2016. I had a NOL in 2016 and didn't elect the carry forward option. So by default, they tell me I have to take it 2 years back but I don't have a return prior to this. Can I just take it forward for my 2017 taxes?

Yes - You are not required to carryback an NOL to the 2 prior years but you can do a carryback if you want to.
