It is not uncommon for the IRS or state to request copies of your tax documents. They want to see the documents that show tax withheld and compare them to the ones that you entered and to the amounts reported to them by the issuers of the documents. Provide them with copies as instructed in your letter so that your refund can be issued.
You will need to mail your 1099-s and W-2's to the department as per their instructions and to the address they are asking you to send it to. Some states request this.
