I got a letter from IRS and need to speak to someone to fix

Fed adjusted gross income $24,777 Minus: N.C. standard deduction $12,750 North Carolina Income Tax $511 Minus: Net Tax Pay and/or withdrawal $763 OVERPAYMENT $252 Refund due $252 Minus $252 Net Refund $0.00 STATING MY Refund has been applied against your indeptness to a North Carolina county /and or city. $5.00 has been retained by the Department of Revenue to cover the cost incurred by the Department in applying your Refund against indeptness to the agency! That was my State Tax Check Refund? What is going on? What did I do to NOT receive my State check that I paid into?

You had a state debt that has not been paid.  The state seized your state tax refund.  Call the number on the notice you received from the state for more information.

 

Once a tax return has been Accepted by the IRS or a State, TurboTax receives no further information concerning the tax return or the status of any tax refund.  Only the taxpayer listed on the tax return can obtain the status of a tax refund or a tax return.

The letter may have come from North Carolina, but the system will work the same way.

 

You have been subject to a tax refund offset.

"The Department of Treasury's Bureau of the Fiscal Service (BFS) issues IRS tax refunds. 

 Through the Treasury Offset Program, the IRS may reduce your refund and offset it to pay:

  • Past-due child support;
  • Federal agency nontax debts;
  • State tax obligations; or
  • Certain unemployment compensation debts owed to a state (generally, these are debts for
    • Compensation paid due to fraud, or
    • Contributions owing to a state fund that weren't paid)."

It sounds like your refund was an offse and "has been applied against your ineptness to a North Carolina county /and or city."
