I got a email saying I need to pay 138$..and I haven't received my refund

Who is the email from, and why does it say you have to pay $138? Who does it say you have to pay it to, and how does it say to make the payment? It could be a scam. The IRS does not communicate with taxpayers by email.

Was the email from TurboTax requesting payment of the account fees?
