I forgot to add 2 more W2's to my taxes before i submitted. The website says i cant amend taxes until Feb 16th. Is there anyway i can cancel my refund and start over?

No, once you e-file it, it is gone.  Imagine you put it in the mailbox and the postman has collected it. The only remedy is to amend.

It is always better to wait until you have all your information to file your return.

You should wait until your tax return has been processed by the IRS and you get the refund if you're getting one. It's possible the IRS might discover the error and correct your return. If they do, you will receive a notice of the changes they made and the result from it.
